The week of August 3, 2026, the White River NRCD will host President of the Bank of North Dakota, Don Morgan, for several talks and convenings around the state on Public Banking. Don’s experience leading the nation’s only longstanding state-owned bank offers a rare opportunity to learn directly from someone working within a public banking model that has remained deeply connected to agriculture and rural economies for generations.

The week will culmunate in a two day participatory Vermont Public Banking Congress, where we will bring together farmers, legislators, Conservation Districts, local organizations, researchers, bankers, and community members to explore how public banking models could support Vermont’s rural communities, agricultural economy, climate resilience efforts, and long-term stewardship goals.
